The National Disaster Research Institute (NDI) is oriented to the scientific and technological frontiers of international disaster prevention and reduction and relief, to the major national strategies for natural disaster prevention and control, and to the practical needs of comprehensive disaster reduction in our country, to build a first-class domestic and international advanced scientific research platform for natural disaster prevention and control. (4) to undertake technical research and technical services for emergency response to natural and urban disasters, including earthquake disasters, geological disasters, floods and droughts, forest and grassland fires, meteorological disasters, etc. ;
(5) conducting research, development and application demonstrations of key technologies and important equipment and equipment for natural disaster emergency rescue;(
(6) Organizing and carrying out the transformation of scientific and technological achievements in natural disaster prevention and control, as well as the application and demonstration of new and high technologies;

二、Set up scientific research institutions
(1) Research Centre on natural disaster fundamental science. To be responsible for the research on the gestation, occurrence, evolution process and disaster-causing mechanism of mega-disasters, multi-disasters and complex chain-generated disasters, to carry out basic theoretical research on the identification and prevention of integrated risk of mega-disasters, multi-disasters and complex chain disasters.
(2) Center for the study of geological hazards. To carry out the research work on geological disasters such as collapse, landslide, debris flow and ground subsidence, and to study the law of development and evolution of geological disasters and the mechanism of causing disasters, to carry out research and development on geological disaster awareness and identification, monitoring and early warning, risk prevention and control, emergency treatment and rescue technology, and participate in the development of standards and norms system for geological disaster emergency rescue.
(3) flood and drought disaster research center. To study the basic theories and techniques of flood control and drought relief, to participate in the formulation of emergency plans, standards and plans for flood control and drought relief, to develop and popularize research and application of models of techniques and methods for flood and drought hazard risk identification, monitoring and early warning, emergency response, disaster investigation and assessment, and to study the mechanism and scenario construction of drought in major risk and disaster situations, to participate in the risk analysis, trend prediction and summary assessment of flood and drought disasters.
(4) research center for Forest and grassland fire prevention and control. To carry out basic theoretical research on the occurrence mechanism and evolution law of forest and grassland fires, and to organize research on early warning index system for forest and grassland fires, to study the dynamic simulation and deduction model of forest and grassland fire occurrence, development and spread, and fire disposal, and to participate in forest and grassland fire risk consultation, trend prediction, fire analysis and summary evaluation.
(5) Center for Meteorological Disaster Research. To carry out research on the basic theories and disaster reduction techniques of meteorological disasters such as typhoons, torrential rain, hail, snowstorms, low temperatures, rain, snow and freezing, and to study the theories and methods of forecasting disastrous weather, research and development of Meteorological Disaster Impact Assessment Technology and emergency response technology, the formation mechanism of disaster-causing weather and detection, prediction and early warning technology, meteorological disaster risk simulation and prevention methods.
(6) Center for Earthquake Disaster Research. Study on the mechanism of earthquake disaster incubation, occurrence process, evolution and propagation, disaster-causing mechanism and the law of complex chain-induced disasters, research and development of seismic disaster risk identification, monitoring and early warning, loss rapid assessment and emergency response and other key technologies and assessment models.
(7) urban disaster research center. To conduct research and application on the basic theory of urban disaster risk prevention and control, monitoring and early warning technology, risk prevention technology, emergency treatment and rescue technology, to participate in the construction of Disaster Monitoring, early warning and comprehensive disaster risk assessment systems in key cities.
(8) Research Center for spatial information. Research on space-ground integrated natural disaster information perception theory, emergency response model methodology and application technology, and development of communication-navigation-remote sensing integrated disaster emergency rescue technology, the coupling theory of multi-circle and multi-layer physical fields and its disaster-causing model are developed to provide scientific and technical support for the construction of emergency rescue operation system.
(9) Center for Strategic Planning and Innovation Research. To carry out studies on national strategies, policies, institutional mechanisms, laws, regulations and standards for natural disaster prevention and control, and provide technical advice and suggestions on natural disaster prevention and control; To participate in the preparation of special plans in the field of natural disaster prevention and control, demonstration of major projects, follow-up and assessment, etc. .
(10) R & D Center for rescue technology, equipment and materials. To conduct research on equipment and equipment for natural disaster prevention and control, urban disaster emergency treatment and rescue, and emergency equipment system, research and development, testing and application demonstration of key technologies, equipment and materials, to organize and carry out the transformation, popularization and application of equipment for natural and urban disasters.
